The top flag says "Interrogative" and is, obviously, used to preface a question. The bottom flag is the letter "P", or in Navy-speak, "Papa," which is the recall flag. But this particular flag hoist does not mean "Should everyone return to the ship?" In this case it means...

...at the little Minesweep we were playing with the other day. As a former CO of a similar little ship, I know how cool it is for those guys to get some experience doing things with bigger ships, and for our guys to see how the other half lives. This ship, USS DEXTROUS, is commanded by DECATUR's former Chief Engineer and since we were near each other, we decided to cross-deck a few of our crew for a few hours. We all had a great time, but I have to say I don't regret moving on to a big ship.
So I guess it's OK that I included a bunch (actually several thousand) water balloons in the gift bags. Yay! You are a cool XO!
